Its from the anime series Kochira Katsushika.
I think its from episode 116.

Unfortunately, I don't have the episode.
I found the short clip of it online and I can't seem to find the series to buy or download.

Ah that sucks.  I ended up finding a link to the episode but the damn Chinese government won't let us onto their site.
