I agree with what Barbosa has written. However, I think Scarlett would win because I believe she's more of a bitch than Penelope. I also agree with Barbosa that they would target their long hair first, then go for their boobs.

Scarlett will definately win each kind of physical fight between them. Sweet Penelope is very fragile. The younger Scarlett seems to have a much stronger body than Penelope. She is definately not among the strongest but also not among the weakest celebrities. She is rather in the middle class. At least for her role in "the island" she had to excercise a lot and proved that she is in  a good shape and sporty. For example, she had to run a lot and she demonstrated that she can sprint surprisingly fast. Her power will definately be enough to easily slap the hell out of Penelope and to turn that fight into a nightmare for her. SInce both are not very experienced fighters it will be a good old school catfight with lots of hairpulling, kicks and slapping....However, hot Scarlett will be the more brutal fighter.
