Women with less muscle tone wins fight?

I was at a wedding seeing about 6 young women with high skirts showing about 6 inches of leg in high heels. One woman i know does do figure competition with body building. She has strong muscular legs and the others had great legs but not as toned as her. I was wondering if she would win a leg scissors fight or loss to a lesser toned woman???

Okay what I meant was if you are well toned with very muscular legs and you fight a female with toned legs but not so much muscle,  do you think the less muscleded woman will win???
