This looked just like some of the fights I've seen in the backstreets of Manila. It's really hot and the people are poor so they rarely wear underwear over their flimsy clothes. The younger single women generally wear loose shorts and tops but married or older women wear "dusters" or very thin, loose dresses that come apart quickly in a fight.
