why hair doesnt recover

i have a work mate who had a fight 3 monthes ago.in the fight her a bulk hair had been pulled off from her head.although 3 monthes passed no hair recovered in that place of head.it is bald.she has used some creams and salves but no way
is it possible ?i think the hair folliculs damaged very bad and the hair transparency is the only way
