That clip is from the anime "Majokko Megu-chan".

As to which episode it is from, I am unsure, possibly episode 72?

That one is from the anime "Xabungle" also called "Combat Mecha Xabungle".

I have forgotten which episode the clip is from, I think its somewhere around the 40's.

I have not seen the whole series yet, so there may be more good scenes to be found there.

You can find some episodes on youtube, I just haven't had time to watch them yet.
