Drafting a catfight video law

Anyone in possession of the original copy of a video featuring a physical altercations between females must send the video to a special government funded catfight agency which will then preserve the video and document it in a library which can then be accessed by the general public. All videos in this library will be able to be accessed by a highly advanced "search" function. The penalty for not submitting such a video within 6 months of the passage of this law will be...um, death? Yeah, death.

Any suggestions?
